Looking for Index() function in Oracle SQL

From my blog you probably can tell I have an infatuation with Awk. Well today I was trying to work out a problem in Oracle SQL where the index() function would have worked perfectly. I'm checking around to find if there is any built in function that searches an existing column for a string and returns the starting point if it exists.
